Whenever a government official from another country visits the United States, for the purpose of conducting official government activities of their home country, they must apply for and obtain an A visa. A visas are issued to the ambassadors, diplomats, ministers and other foreign government officials, and their immediate family members and dependents.
The A visa must be obtained prior to entering the United States at a US embassy or consulate abroad. Only a head of state qualifies for an A visa regardless of his purpose for travel. If a diplomat or an ambassador wishes to travel to the US for pleasure or vacation, they must obtain a B visa, like other members of his country, unless they are a visa waiver country.
